It's something of a mini-game in and of itself really.

Though at least as far as quests go, Blizzard may already do these things with different labels. Color coding quests and marking quests as "group" or "elite" as an example. I haven't played Warhammer, so I can't claim an exact comparison.

The community does do the work, but how long would it take someone to filter through all the information to find what they needed to know?

I just think most people don't look on bboards or blogs. There must be something games could do in-game to help. I was thinking about this because Mythic is marking the warhammer public quests as easy, difficult or hard. And people know the levels from which zone they are in.

Or maybe it's deliberately vague to keep people busy with finding out for themselves.

I think the main difficulty implementing such a system is the complexity surrounding optimization of stats and class balance for an encounter. It isn't exactly like they could simply do such a thing based on aggregate item-level in a raid. Unlike in PvP where there is essentially one set of gear to choose from, PvE has significantly more variables to track. This isn't even getting into the influences of highly subjective things like skill and practice.

It would be a huge time-sink from a development standpoint for something that the game community does on its own. Perhaps not as efficiently, but the truth is in the Blog-o-sphere.
