You need a working world, and then you can think about adding PvP. Not the other way round. And then one must say that WAR PvP was not really that well done.

Ultima Online&#039;s mostly unrestricted PvP only worked because people could do something else than smashing other players. Even the most hardcore Playerkillers had a house and meeting places to socialize and take a break. They even had PvE objectives, did crafting and all that.]]></description>
